In the case of Japan, the history of acid deposition science exhibits recurring periods during which different problem-frameworks were constructed. During some periods the frameworks influenced the policy world; during others they never made it that far. My task was to figure out how and why problem-frameworks were constructed in some periods and not in others; and if constructed, how and why they influenced politics and whether and in what form they addressed sustainability.

It is no coincidence that the problem made its first large-scale appearance, and was first recorded and researched, in the heartland of the industrial revolution—England. A wide variety of processes, such as power production, chemical refining, cement mixing, smelting, vehicle use, and biomass burning, contribute to the acid deposition problem. But of all these processes the principal contributors are those related to energy production, in particular energy production in coal-fired power plants and energy production by petroleum-powered vehicles.

For instance, the solution path to the acid deposition problem dictates that emissions into the atmosphere from major sources such as coal-fired power plants and automobiles must be lowered, but it doesn’t contain a statement of what sorts of controls must be used to lower the emissions.
