The work we have done in settling the region has changed the chemistry of the soil and air, as they have the populations of fauna and flora, and these are not negligible achievements.

These men were generally Easterners who had known the Major as a figure in government, as a leader in scientific societies, or as a dinner companion, but they were not really interested in Powell as a conceptualist of the West or as an environmental reformer. 14 Even some of Powell's most informed friends, his closest associates, either downplayed his political reformism or did not quite grasp what he had in mind. William M. Davis, for example, understood the National Reclamation Act, passed in 1902, just a short while before Powell died, to be a triumphant vindication of his senior's campaign to promote irrigation in the West.

The work we have done in settling the region has changed the chemistry of the soil and air, as they have the populations of fauna and flora, and these are not negligible achievements. But such cultural creations form only part of the landscape, and undoubtedly in the long run they are not even the most enduring part. Much of what we mean by the West is what we have found there in a state of nature. The quality of light and shadows falling over the land inevitably comes to mind when we think of the region.
