The systematic examination of evidence concerning the quality and quantity of professional accomplishments is the basis for performance appraisal. The mix of those professional activities will, in large measure, also specify the bounds of the performance appraisal system. If only one professional activity is expected or is predictive of the quantity and quality of all other professional activities, it will be necessary to gather and analyze evidence concerning only that activity. If a range of activities is expected then several types of evidence will be required.

Many schools and colleges also permit still greater specificity of mission for smaller academic subunits such as departments. In other words, at the university level some general statements about the total university effort will be made. At the school or college level specific mixes of teaching, research and service will be identified. The departments may have some additional latitude in more clearly defining the types and amounts of teaching, research and service to be performed. The mission statement, however, is of little significance until the evaluation, reward and punishment mechanisms are in place.
